Social Entrepreneur’s Profile

Paul Duan

Conotify

Conotify is an App which helps to notify the people a person come into contact with during his/her contagious period.

The mission of the social enterprise before Corona:

Conotify was built by Bayes Impact, a nonprofit organization. With the Citizen-Led Public Services pact, citizens agree to respect key public service principles when they’re using innovation to solve problems they’ve identified in society. They’ll agree to use transparent governance, allowing the project’s impact to be measured, and guaranteeing that it remains open and accessible to all. In exchange, a government agrees to help citizens gain access to the data they need for a social innovation project, facilitate the relationship with the institution(s) they’re working with, in particular during the experimentation phase, and to distribute the citizen-led public services across infrastructure and traditional public services to maximise its impact.

What changed with Corona?

Paul Duan is demonstrating that the greatest limitation of today’s data sciences is not the technology itself, but rather the processes and agendas within institutions that can limit the technology’s potential. Thus, he’s set out to partner with existing governments while mobilizing a highly-skilled team of software developers, computer programmers and data science engineers to co-design parallel digital social services tools to be led and owned by the citizen sector.
